华裔妇科医生李少旷性侵病人 遭谴责停牌6个月

因在替女病人检查期间﹐被控性侵犯对方的多伦多华裔妇科医生李少旷（Joseph Siu-Kan Lee，音译﹐于今年7月被安省内外科医生会(CPSO)吊销执照后，昨日再亲身到医生会接受谴责。一身便服的李医生略显憔悴﹐离开医生会时﹐不愿接受传媒提问。
医生会向李医生作出的谴责声明指﹐李医生因替一名女病人检查期间﹐将口放在女病人的胸部上﹐又对女病人的胸部作出涉及性的评语。李医生对女病人所作出的行为属严重错误﹐破坏了医生与病人的关係与信任﹐亦超越了医生与病人的界限﹐损害了医生及医生会的声誉。

去年6月8日﹐李少旷被医生会裁定吊销医生执照6个月﹔以及向李医生作出多项的限制﹐包括日后替女病人诊症期间﹐必须有另一名专业医护人员在场等。李医生也曾就医生会的裁决﹐向安省最高法院提出上诉﹐但于今年5月9日正式被法院拒绝。
医生会对李医生的惩处亦于今年7月开始生效﹐李医生昨日是到医生会接受谴责。

On June 10, 2009, the Discipline Committee found that Dr. Lee committed acts of professional misconduct, in that he engaged in the sexual abuse of a patient, and he engaged in disgraceful, dishonourable and unprofessional conduct. Dr. Lee was the patient's gynaecologist. In the course of a medical examination, Dr. Lee sexually abused her by placing his mouth on her breast, and made inappropriate sounds and comments concerning sexual practices. In the course of another medical examination, he made inappropriate comments about her breasts. A penalty hearing has not yet been scheduled.



    Malcolmson, Samuel, A., Toronto. On June 11, 2009, the Discipline Committee found that Dr. Malcolmson committed acts of professional misconduct, in that he engaged in the sexual abuse of a patient; and he engaged in disgraceful, dishonourable or unprofessional conduct. Dr. Malcolmson was the patient’s psychiatrist. He engaged in a variety of sexual acts with his patient, including intercourse; he gave her gifts and money; and traveled with her. The sexual acts occurred in Dr. Malcolmson's office, among other places. The Committee ordered a public reprimand, and the revocation of Dr. Malcolmson's certificate of registration. The Committee further ordered Dr. Malcolmson to pay the College’s costs fixed in the amount of $3,650, and the result of the proceeding is to be included in the College’s register.
